Motion made, and Question put forthwith, pursuant to Standing Order No. 83A (Programme motions),
That the following provisions shall apply to the Fraud (Trials without a Jury) Bill:
Committal
1. The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 14th December 2006.
3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.
Other proceedings

EUROPEAN COMMUNITY DOCUMENTS
Motion made, and Question put forthwith, pursuant to Standing Order No. 119(9) (European Standing Committees),
That this House takes note of European Union Documents No. 10755/06, draft Council Regulation establishing a European Union Agency for Fundamental Rights and draft Council Decision empowering the European Union Agency for Fundamental Rights to pursue its activities in areas referred to in Title VI of the Treaty of the European Union, and No. 13104/06, draft Council Decision establishing for the period 2007—2013 the specific programme ‘Fundamental Rights and Citizenship’ as part of the general programme ‘Fundamental Rights and Justice’; notes that the proposals aim at promoting knowledge of and respect for fundamental rights in the European Union; and endorses the Government’s policy of support for the measures, taking account of its reservations on the references to the Charter in the Fundamental Rights and Citizenship Programme and the extension of the Fundamental Rights Agency’s remit to the third pillar.— [Kevin Brennan.]

Post Offices

Bob Spink (Castle Point) (Con): I rise to present a petition from about 3,500 constituents who believe, as I do, that the Government should change their policy and support our important and worthy post offices. Post office closures hurt the whole community, but disproportionately hurt vulnerable people—the disabled, elderly people and people with families. I congratulate and thank the good and caring constituents who took the trouble to sign the petition, which states that people are
deeply concerned about the demise of post offices
and believe that the main problem is the withdrawal of Government business from post offices, which they see as
an example of uncaring Government policy.
further hopes that individuals can preserve the right to receive their pension, benefits or family allowance paid weekly at their local Post Office through the Post Office Card Account.
The Petitioners therefore request that the House of Commons call upon the Department for Work and Pensions to reconsider its decision not to renew the contract for post office Card accounts and to change its policy on the withdrawal of public business from post offices.

Widows’ Benefits

Mr. Jim Cunningham (Coventry, South) (Lab): More than 7,000 people in Coventry and surrounding areas signed this petition. In their different ways, widows make a major contribution to their husbands’ pension schemes.
The Petition of Coventry British Pensioners and Trade Union Association,
Declares that under a reform of widows' benefits, introduced in April 2001, a woman who is widowed under the age of 60 is now classed as a single woman and as such receives no pension, only bereavement benefit for one year. After this period she becomes a “jobseeker” receiving jobseekers allowance of £55-£65 per week. Any private pension her husband may have paid into is deducted from this amount. This new benefit system means that these “non widows” are living in poverty. These are the women
that have brought up today's working generation. This system was introduced by a government...
The Petitioners therefore request the House of Commons to urge the Government to rectify this injustice.

Hospital Services

Andrew George (St. Ives) (LD): I wish to present a petition on behalf of more than 38,600 supporters in west Cornwall and the Isles of Scilly in my constituency. I am pleased that my hon. Friends the Members for North Cornwall (Mr. Rogerson) and for Falmouth and Camborne (Julia Goldsworthy) are present to witness its delivery.
There are two small and excellent acute hospitals in my constituency, two of the three in the Royal Cornwall Hospitals NHS Trust. Like many local people, I feel that we have been in perpetual campaign mode over the past decade or more in trying to protect those hospitals. It is seriously unwise and a dangerous folly to put all the emergency eggs in one basket at Treliske, excellent as that hospital is and dedicated as the staff may be.
The Royal Cornwall Hospitals NHS Trust ended the year with a deficit of £15.6 million. That raises the fear that acute services at St Michael’s hospital and emergency services at West Cornwall hospital will be threatened. On 27 August, 27,000 people marched through my home town of Hayle in support of the two hospitals. Feelings are running high, and Ministers simply cannot pass the buck to those whom they have appointed to run the services.
The People of West Cornwall and the Isles of Scilly declare our support for the cross-party (and non-party political) campaign to oppose any plans to reduce or close hospital services at St Michael’s or Penzance; express our dismay that NHS money is being used to build up and support private hospitals while the Trust is contemplating the closure of the excellent St Michael’s Hospital; object to the waste of money on administrative gimmicks rather than frontline public services; demand an Independent Review of hospital services and for fair funding; support an increase in emergency as well as acute and diagnostic services in the West of Cornwall.
The Petitioners therefore request that the House of Commons expresses its support of this campaign to save two of west Cornwall’s most crucial public services.
