Tim Loughton: To ask the Secretary of State for Education and Skills (1) whether (a) partners within a local area agreement and (b) local strategic partnerships will be required to assess the requirements for speech and language support in their area; and if he will make a statement; [108448]

(2) whether local authorities have a duty to calculate the number of children in their area with a communication disability. [108449]

Mr. Dhanda: Local authorities are required to include a needs assessment against the five ‘Every Child Matters’ outcomes, including being healthy and enjoying and achieving, in their Children and Young People's Plan. This assessment should look at outcomes for all children and young people, including those who need speech and language support and/or have a communication disability.

To help promote effective local collaborative between education and health, the Government are supporting a study by Canterbury Christ Church University of good practice in relation to the delivery of speech and language therapy services to children and young people with special educational needs. The study is due to report in the first quarter of 2007.
