Schools: Rural Areas

Mr. Evans: To ask the Secretary of State for Children, Schools and Families what estimate he has made of the number of rural schools that are likely to close in each year to 2015. [150258]

Jim Knight: The Department has not made an estimate of the number of rural schools that are likely to close in each year to 2015. Decisions about school closures are made by the local authority, or schools adjudicator. When considering proposals, local authorities and the schools adjudicator are required to have regard to statutory guidance which contains a presumption against closing rural primary schools. While this does not mean that no rural primary school will ever close, the case for closure must be strong and in the best interests of educational provision in the area.

Local authorities are responsible for the overall planning of school places in their area and we expect them to ensure that school places are where parents want them.

Schools: Standards

Mr. Laws: To ask the Secretary of State for Children, Schools and Families what assessment he has made of the structural changes necessary in the schools system to drive up standards; and if he will make a statement. [149939]

Jim Knight: My right hon. Friend the Secretary of State made a statement to the House on 10 July setting out the Government's plans for raising standards in schools. The Education and Inspections Act 2006 put in place a new framework which will underpin these plans, including the creation of trusts to strengthen the

governance of schools and enable schools to forge permanent relationships with external partners. The Act requires local authorities to promote diversity and increase choice, and gives them new powers to commission school places in response to parental demand. Local authorities also have enhanced powers to tackle poorly performing schools. The academies programme will continue to drive up standards in disadvantaged communities.

As my right honourable Friend made clear, the Government's focus is on standards. We are confident that the framework that we have put in place gives schools and local authorities the tools they need to deliver better outcomes for children and families.

Secondary Education: Admissions

Mr. Byers: To ask the Secretary of State for Children, Schools and Families what percentage of parents did not receive their first choice of school on transfer of their child from primary to secondary education, broken down by local education authority, in the last period for which figures are available. [149946]

Jim Knight [holding answer 16 July 2007 ]: The Department does not routinely collate data on preferences met, but did obtain this information from a number of local authorities during March 2007. A copy of the data received will be placed in the House Library.

Notes: 1. This data was produced as a result of an ad-hoc request, asking local authorities for information on preferences met on national offer date (1 March) i.e. the date on which all offers for entry to secondary school in September 2007 should be sent. 2. As the Department does not specify how this data must be measured and reported, as it is not routinely collected, there are differences in how individual local authorities may have measured preferences met, e.g. most would have measured the proportion of parents living in their area who were offered a place at their first preference of school (regardless of the location of that school); while others measure the proportion of those offered a place at a school in that area for whom it was a first preference (regardless of where the parent resides). 3. The picture in most, if not all, local authority areas would have changed. National offer date is only the beginning of a process. Following receipt of offers of school places, parents have to say if they will accept them. Some will not, e.g. because they have moved away, taken a place at an independent school etc. These places can then be reoffered to other parents, who may be made an improved offer from that sent to them on 1 March. Between offer date and the end of July, many parents also appeal against refusal of places at preferred schools. In 2005-06, 36.4 per cent. of secondary school admission appeals were successful.
