PRAYERS.

1Statistics and Registration Service Bill,—The Statistics and Registration Service Bill was, according to Order, read a second time.

2Statistics and Registration Service Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Statistics and Registration Service Bill:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 25th January 2007.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

3Statistics and Registration Service Bill [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Statistics and Registration Service Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Statistics and Registration Service Bill it is expedient to authorise—

(1) the payment out of money provided by Parliament of any expenditure incurred under or by virtue of the Act by the Statistics Board;

5Employment Tribunals,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Employment Act 2002 (Amendment of Schedules 3, 4 and 5) Order 2006, which was laid before this House on 23rd November, be approved—(Liz Blackman):—It was agreed to.

6Section 5 of the European Communities (Amendment) Act 1993,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees) and Order [7th December], That this House takes note with approval of the Government’s assessment as set out in the Pre-Budget Report 2006 for the purposes of section 5 of the European Communities (Amendment) Act 1993— (Liz Blackman):—It was agreed to.

7EU Strategy on the Rights of the Child,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 12107/06 and Addenda 1 and 2, Commission Communication: Towards an EU Strategy on the Rights of the Child; supports the Government’s view that any such strategy should stay within the Union’s existing competences; asks the Government to ensure that any EU activity in the field of children’s rights adds value to existing intergovernmental arrangements; and opposes any future legislation on children’s rights that does not have a proper Treaty basis—(Liz Blackman):—It was agreed to.

8Public Petitions,—Public Petitions from—

(1) members and supporters of the Alzheimer’s Society of Selby and York against restrictions on the NHS prescription of certain drugs; and

(2) residents of Ushaw Moor and surrounding villages for protection against development of the Oversteads House Sheltered Flats Complex

were presented and read; and ordered to lie upon the Table and to be printed.

4Opposition Day [2nd allotted day],—It being an allotted day at the disposal of the Leader of the Opposition in pursuance of Standing Order No. 14 (Arrangement of public business), the House proceeded to consider Opposition business.

Community Maternity Services,—A Motion was made, and the Question being proposed, That this House supports the provision of high quality maternity services designed around the needs and wishes of expectant mothers and reconciling choice, access and safety; values the hard work of health professionals working in maternity care; endorses the need for every woman to be supported by the same midwife throughout her pregnancy; is deeply concerned at the closure or prospective closure of birth centres and maternity units and the consequent impact upon choice and access to services; regrets that the impacts of financial deficits and the Working Time Directive are forcing closures; welcomes and congratulates the cross-party opposition to such closures; and calls on the Government to respond positively to the demands for a national debate about the future configuration of maternity services—(Mr Andrew Lansley);
