2Tribunals, Courts and Enforcement Bill [Lords],—The Tribunals, Courts and Enforcement Bill [Lords] was, according to Order, read a second time.

3Tribunals, Courts and Enforcement Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Tribunals, Courts and Enforcement Bill [Lords]:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on 27th March 2007.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

4Tribunals, Courts and Enforcement Bill [Lords] [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Tribunals, Courts and Enforcement Bill [Lords] [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Tribunals, Courts and Enforcement Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of—

(a) any expenditure incurred by a Minister of the Crown under or by virtue of the Act, and

(b) any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Steve McCabe):—It was agreed to.

5Value Added Tax,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the Value Added Tax (Health and Welfare) Order 2007 (S.I., 2007, No. 206), dated 30th January 2007, which was laid before this House on 31st January, be approved—(Steve McCabe):— It was agreed to.

That a draft Order in the same terms as the proposal for the Regulatory Reform (Game) Order 2007, which was laid before the House on 11th December, should be laid before the House.

That a draft Order in the same terms as the proposal for the Regulatory Reform (Collaboration etc. between Ombudsmen) Order 2007, which was laid before the House on 18th December, should be laid before the House.

3UK Borders Bill,—Mr Eric Illsley reported certain Memoranda from the UK Borders Bill Committee.

4European Standing Committee,—Mr David Marshall reported from a European Standing Committee the following Resolution:

That the Committee takes note of European Union Documents No. 17066/06, Commission Communication on Coordinating Member States’ direct tax systems in the internal market, No. 17067/06 and Addendum 1, Commission Communication on Tax treatment of losses in cross-border situations, and No. 17068/06, Commission Communication on Exit taxation and the need for coordination of Member States’ tax policies; and supports the Government’s intention of combining a robust defence of the right of Member States to determine their own direct taxation policies in compliance with Community law, with a recognition that national tax authorities, within the EU and elsewhere, will continue to work together both bilaterally and multilaterally to ensure that their direct tax systems work together properly.

6Private Parking (Regulation),—Ordered, That leave be given to bring in a Bill to make further provision about penalties relating to parking on private land; to make provision about compliance with notices concerning parking for disabled people on private land; and for connected purposes: And that David Wright, John Mann, Mr Iain Wright, Mr Dai Havard, Chris Mole, Mike Penning, Philip Davies, Mr Robert Flello, Martin Salter, Helen Jones and Ann Coffey do prepare and bring it in.
