The House met at half-past Two o’clock.

PRAYERS.

1Mental Health Bill [Lords],—The Mental Health Bill [Lords] was, according to Order, read a second time.

2Mental Health Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Mental Health Bill [Lords]—

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 15th May 2007.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

3Mental Health Bill [Lords] [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Mental Health Bill [Lords] [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Mental Health Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of—

(a) any expenditure incurred by a Minister of the Crown in connection with the Act, and

(b) any increase attributable to the Act in the sums payable under any other enactment out of money provided by Parliament—(Claire Ward):—It was agreed to.

4Representation of the People,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Parliamentary Constituencies (England) Order 2007, which was laid before this House on 26th February, be approved—(Claire Ward):—It was agreed to.

5Immigration,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Special Immigration Appeals Commission (Procedure) (Amendment) Rules 2007, which were laid before this House on 5th March, be approved—(Claire Ward):—It was agreed to.

6Prevention and Suppression of Terrorism,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Proscribed Organisations Appeal Commission (Procedure) Rules 2007, which were laid before this House on 5th March, be approved—(Claire Ward):—It was agreed to.

7Emissions Trading Scheme: Inclusion of Aviation,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 5154/07, Draft Directive amending Directive 2003/87/EC so as to include aviation activities in the scheme for greenhouse gas emission allowance trading within the Community; welcomes the work of the European Commission in developing proposals to address the climate change impacts of aviation; and supports the Government’s approach of pressing for the early inclusion of aviation into the Emissions Trading Scheme—(Claire Ward):—It was agreed to.

8Business of the House,—Ordered, That, at the sitting on Thursday 19th April, the Speaker shall put the Questions necessary to dispose of proceedings on the Motion in the name of Mr Edward Leigh relating to Public Accounts not later than three hours after their commencement; proceedings may continue, though opposed, after the moment of interruption; and Standing Order No. 41A (Deferred divisions) shall not apply.—(Claire Ward.)
