Transport for London Bill [Lords]. Bill to be read a second time.
That the Committee takes note of European Union Document No. 6238/07 and Addendum 1, Sector inquiry under Article 17 of Regulation (EC) No. 1/2003 on retail banking (Final Report); supports the Governments view that the use of competition policy, via this sector inquiry, is an integral part of developing the Single Market in financial services; and further supports the Governments hope that the Commission, Member States and National Competition Authorities will use the information provided by the inquiry to address any issues identified. That the Committee takes note of European Union Document No. 6192/07 and the UK response to the European Commissions Green Paper on Diplomatic and consular protection of Union citizens in third countries submitted to the Commission on 26th March 2007; joins the Government in welcoming the Commissions contribution to the ongoing debate on how to improve the efficiency and effectiveness of the consular assistance provided by Member States to one anothers nationals; but notes the legal, political and practical difficulties to many of the proposals; and agrees with the Governments approach as laid out in its written response to the Commission. Parliamentary Approval for Participation in Armed Conflict,A Motion was made, and the Question being proposed, That this House supports the principle that parliamentary approval should be required for any substantial deployment of British Armed Forces into situations of war or international armed conflict; and, in the light of Page 349 Tuesday 15th May 2007 2006-2007 Volume 263 Back to top the Fourth Report from the Select Committee on Public Administration, Session 200304, Taming the Prerogative: Strengthening Ministerial Accountability to Parliament, House of Commons Paper No. 422, and the Fifteenth Report of the House of Lords Constitution Committee, Session 200506, Waging War: Parliaments role and responsibility, House of Lords Paper No. 236, calls on the Government to bring forward proposals to give effect to this principle, including mechanisms to ensure that the capability to react rapidly in emergencies is maintained(Mr William Hague); An Amendment was proposed to the Question, in line 2, to leave out from the word House to the end of the Question and add the words welcomes the precedents set by the Government in 2002 and 2003 in seeking and obtaining the approval of the House for its decisions in respect of military action against Iraq; is of the view that it is inconceivable that any Government would in practice depart from this precedent; taking note of the reports of the Select Committee on Public Administration, House of Commons Paper No. 422 of Session 200304, and of the Lords Committee on the Constitution, House of Lords Paper No. 236 of Session 200506, believes that the time has come for Parliaments role to be made more explicit in approving, or otherwise, decisions of the Government relating to the major, or substantial, deployment of British forces overseas into actual, or potential, armed conflict; recognises the imperative to take full account of the paramount need not to compromise the security of British forces nor the operational discretion of those in command, including in respect of emergencies and regrets that insufficient weight has been given to this in some quarters; and calls upon the Government, after consultation, to come forward with more detailed proposals for Parliament to consider, instead thereof.(Mr Jack Straw.) Legal Services Bill [Lords],The Lords have passed a Bill to make provision for the establishment of the Legal Services Board and in respect of its functions; to make provision for, and in connection with, the regulation of persons who carry on certain legal activities; to make provision for the establishment of the Office for Legal Complaints and for a scheme to consider and determine legal complaints; to make provision about claims management services and about immigration advice and immigration services; to make provision in respect of legal representation provided free of charge; to make provision about the application of the Legal Profession and Legal Aid (Scotland) Act 2007; to make provision about the Scottish legal services ombudsman; and for connected purposes; to which the Lords desire the concurrence of this House.
