2Fifth Delegated Legislation Committee,—Mr David Wilshire reported from the Fifth Delegated Legislation Committee the draft National Minimum Wage Act 1998 (Amendment) Regulations 2007 and the draft National Minimum Wage Regulations 1999 (Amendment) Regulations 2007.

3European Standing Committee,—Mrs Janet Dean reported from a European Standing Committee the following Resolution:

That the Committee takes note of the unnumbered Explanatory Memorandum from HM Treasury dated 6th June 2007 relating to the Preliminary Draft Budget of the European Communities for the year 2008; and supports the Government’s efforts to maintain budget discipline in the Communities.

4Message from the Lords,—A Message was brought from the Lords, as follows:

The Lords have agreed to the Vehicle Registration Marks Bill, without Amendment.

The Lords do not insist on certain of their Amendments to the Statistics and Registration Service Bill to which this House has disagreed, and agree to the Amendments proposed by this House in lieu of those Amendments; they insist on their remaining Amendments to which this House has disagreed and they disagree with the Amendments proposed by this House to the words restored to the Bill by this House’s disagreement with one of those Amendments, for which insistence and disagreement they assign their Reasons.

The Lords insist on their Amendments to the Corporate Manslaughter and Corporate Homicide Bill to which this House has disagreed, and they disagree with the Amendments proposed by this House in lieu of those Amendments, for which insistence and disagreement they assign their Reason.

5Statistics and Registration Service Bill,—Lords Reasons for insisting on certain of their Amendments and disagreeing to Amendments proposed by this House to words restored to the Statistics and Registration Service Bill to be considered to-morrow; and to be printed [Bill 144].

6Corporate Manslaughter and Corporate Homicide Bill,—Lords Reason for insisting on their Amendments to the Corporate Manslaughter and Corporate Homicide Bill to be considered to-morrow; and to be printed [Bill 145].

7Estimates Day [3rd allotted day],—The House proceeded, pursuant to Resolution [2nd July], to consider the Estimates appointed for consideration under Standing Order No. 145 (Liaison Committee).

Estimates, 2007–08 (Department of Trade and Industry),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2008, for expenditure by the Department of Trade and Industry—

(1) further resources, not exceeding £4,098,506,000, be authorised for use as set out in House of Commons Paper No. 438,

(2) a further sum, not exceeding £3,294,715,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

(3) limits as so set out be set on appropriations in aid—(Liz Blackman);

The Debate was concluded, and the Question necessary to dispose of the proceedings was deferred, pursuant to paragraph (4) of Standing Order No. 54 (Consideration of estimates).

Estimates, 2007–08 (Department for Environment, Food and Rural Affairs),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2008, for expenditure by the Department for Environment, Food and Rural Affairs—

(1) further resources, not exceeding £3,201,338,000, be authorised for use as set out in House of Commons Paper No. 438,

8The Speaker then put the Question required to be put, pursuant to Standing Order No. 55 (Questions on voting of estimates, &c.).

Estimates, 2007–08

Resolved, That, for the year ending with 31st March 2008—

(1) further resources, not exceeding £241,430,352,000, be authorised for use for defence and civil services as set out in House of Commons Papers Nos. 438, 440, 441 and 448,

(2) a further sum, not exceeding £216,596,983,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs of defence and civil services as so set out, and

(3) limits as set out in House of Commons Papers Nos. 438, 440 and 441 be set on appropriations in aid.

Ordered, That a Bill be brought in upon the foregoing Resolutions: And that the Chairman of Ways and Means, Mr Chancellor of the Exchequer, Andy Burnham, Jane Kennedy, Angela Eagle and Kitty Ussher do prepare and bring it in.

9Consolidated Fund (Appropriation) (No. 2) Bill,—Jane Kennedy accordingly presented a Bill to authorise the use of resources for the service of the year ending with 31st March 2008 and to apply certain sums out of the Consolidated Fund to the service of the year ending with 31st March 2008; to appropriate the supply authorised in this session of Parliament for the service of the year ending with 31st March 2008; and to repeal certain Consolidated Fund and Appropriation Acts: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 141].

A Bill to make provision about serious crime prevention orders; to create offences in respect of the encouragement or assistance of crime; to enable information to be shared or processed to prevent fraud or for purposes relating to proceeds of crime; to enable data matching to be conducted both in relation to fraud and for other purposes; to transfer functions of the Director of the Assets Recovery Agency to the Serious Organised Crime Agency and other persons and to make further provision in connection with the abolition of the Agency and the office of Director; to amend the Proceeds of Crime Act 2002 in relation to certain investigations and in relation to accredited financial investigators, management receivers and enforcement receivers, cash recovery proceedings and search warrants; to make amendments relating to Her Majesty’s Revenue and Customs in connection with the regulation of investigatory powers; and for connected purposes.

Stroke services,—A Motion was made, and the Question being proposed, That this House notes that stroke is the third most significant cause of death and the leading cause of adult disability; believes that stroke prevention and care have received insufficient attention despite £2.8 billion in direct care costs to the NHS; welcomes the report of the National Audit Office (NAO), Reducing brain damage: faster access to better stroke care, House of Commons Paper No. 452, and the subsequent Report from the Committee of Public Accounts (PAC), of the same title, House of Commons Paper No. 911; further welcomes the Government’s publication of a consultation on a national stroke strategy; commends the Stroke Association, the Different Strokes charity and the Royal College of Physicians in raising awareness of stroke and the needs of stroke patients and survivors; calls for the rapid implementation of the NAO and PAC recommendations thereby saving over 10 lives a week, delivering high-quality stroke care and securing value-for-money for NHS resources; is concerned at the continuing deficiencies in stroke care and wide disparities in access to specialist stroke services disclosed in the 2006 National Stroke Audit published in April 2007; and urges the Government to give priority and urgency to the measures needed to deliver improving outcomes for stroke patients—(Mr Andrew Lansley);

Social policy and the relief of poverty,—A Motion was made, and the Question being proposed, That this House notes with concern the fact that the United Kingdom comes bottom of a league table of 21 rich countries in a recent UNICEF study of child well-being, has one of the worst drug problems in Europe, has low levels of social mobility, has higher rates of family breakdown than many other European countries and has more people living in severe poverty today than there were in 1997; regrets that sufficiently effective action has not been taken to deal with these problems; recognises that a shared sense of social responsibility is the basis for a more effective response to multiple deprivation and for more effective solutions to the problems of social breakdown; and urges politicians of all parties to join together in an attempt to support families, provide new routes into work, enable people to escape from addiction and indebtedness and to enable voluntary organisations and social enterprises of all sizes to increase their invaluable contribution—(Mr Oliver Letwin);
