MODELS OF PROCUREMENT

Phase One—Models of Implementation in North East and North West

  Phase One of the implementation of the integrated Offenders' Learning and Skills Service ran from December 2004 to 1 August 2005. In the North East and the North West regions lead providers were appointed for a geographical area, co-terminus with Criminal Justice areas. The appointed providers are responsible for all aspects of delivery of the Offender's Learning Journey for adults and young offenders in that area.

Phase One—Model of Implementation in the South West

  The model introduced in the South West based on delivery on the thematic base. A lead provider was appointed to be responsible for the delivery of specific elements of the Learning Journey across the region. The model was chosen for its potential ability to increase the coherence of delivery for the offender.

  Providers for each thematic unit are as follows:

  Building on the lessons learned from Phase One, Regional OLASS Boards in the remaining six regions also agreed the models to be implemented in each area.

  In the East of England, West Midlands and London a model was configured leading to a lead provider being appointed to deliver a cross regional IAG unit with learning delivery relating to geographical areas.

  In Yorkshire and the Humber the model chosen was for a lead provider to deliver in specific type of establishment, ie higher security in one unit of procurement and training and resettlement prisons is the second unit.

  In the South East and East Midlands lead providers are responsible for all aspects of the journey in a geographical area as in the North East and North West regions.
