In 2006 Defra submitted approximately 170 Explanatory
Memoranda of which approximately 108 were on legislative proposals.
During 2006 Defra Ministers used the Parliamentary scrutiny override
7 times in the Commons and 8 times in the Lords. Five of the overrides
in the Commons were on fisheries proposals and three of the overrides
in the Lords were on fisheries proposals.
In comparison to 2005 when a similar number
of Explanatory Memoranda were submitted, Defra Ministers used
the Parliamentary scrutiny override 16 times in the Commons and
14 times in the Lords. Four of the overrides in the Commons related
to fisheries proposals and two of the overrides in the Lords related
to fisheries proposals.
