POLITICAL PARTIES AND ELECTIONS BILL: Second Reading.

|
That this House declines to give a Second Reading to the Political Parties and Elections Bill, because it imposes arbitrary
and partisan new local spending rules at the end of a Parliament, which are designed to give an unfair advantage to Labour
hon. Members in marginal seats in the forthcoming general election, proposes the commencement of vague trigger rules at Royal
Assent, before Electoral Commission guidance has been produced, in contravention of the Government Code of Practice on Guidance
on Regulation, contains new powers of entry into people’s homes which risk undermining public confidence in giving to political
parties, imposes disproportionate additional costs on local constituency associations and voluntary political parties, fails
to tackle growing concern over electoral fraud, and lacks a comprehensive package of proposals to restore trust in politics,
which would include the introduction of individual voter registration and an across-the-board cap on donations covering individuals,
business and the trade unions.

|
That this House declines to give a Second Reading to the Political Parties and Elections Bill because, whilst making some
welcome reforms, such as regulating donations by unincorporated bodies, it proposes a return to the vague and discredited
trigger system of deciding when election expenses start and fails to propose a comprehensive reform of party funding along
the lines put forward by the Constitutional Affairs Committee in its First Report, Session 2006-07, on Party Funding (HC 163)
and by Sir Hayden Phillips in his Proposals for the Funding of Political Parties, namely, strict caps on donations, effective
spending limits throughout the electoral cycle, and a fair and transparent solution to the problem of trade union funding
of the Labour Party.

That the following provisions shall apply to the Political Parties and Elections Bill:

1. The Bill shall be committed to a Public Bill Committee.

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday
13th November 2008.
|
|
3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
|
|
Consideration and Third Reading
|
|
4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment
of interruption on the day on which those proceedings are commenced.
|
|
5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption
on that day.

|
6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.
|
|
|
7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages
from the Lords) may be programmed.
