To move the following Clause:—

 

‘(1)    

This Act shall come into force on such day as the Treasury shall by order specify.

 

(2)    

The day specified in the order made under subsection (1) shall not be earlier than

 

fourteen days after the date on which the condition has been satisfied.

 

(3)    

The condition referred to in subsection (2) is that the Treasury shall have laid

 

before both Houses of Parliament a report on the review by the European

 

Commission covering all aspects of EU spending, including the CAP, and of

 

resources, including the UK rebate, as provided for at paragraph 80 of the

 

“Financial Perspective 2007-13” issued by the European Council in December

 

2005, including a certificate that the Treasury considers that the outcome of the

 

review is satisfactory to the interests of the United Kingdom.’.

 

 

Order of the House [19th november 2007]

 

That the following provisions shall apply to the European Communities (Finance) Bill:

 

Committal

 

1.    

The Bill shall be committed to a Committee of the whole House.

 

Proceedings in Committee, on consideration and Third Reading

 

2.    

Proceedings in Committee, any proceedings on consideration and

 

proceedings on Third Reading shall be completed at one day’s sitting.

 

3.    

Proceedings in Committee and any proceedings on consideration shall (so far

 

as not previously concluded) be brought to a conclusion one hour before the

 

moment of interruption on the day on which those proceedings are

 

commenced.

4.    

Proceedings on Third Reading shall (so far as not previously concluded) be

 

brought to a conclusion one hour after the commencement of those

 

proceedings or at the moment of interruption on that day, whichever is earlier.

 

5.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings in Committee and on consideration and Third Reading.
