| To move the following Clause:— |

| | ‘In section 22(4)(a) of the Teaching and Higher Education Act 1998 (c.30) (new |

| | arrangements for giving financial support to students) for subparagraph (i) |
|

| | “(i) | shall be calculated on the basis of the percentage increase |
|
| | between the harmonised index of consumer prices published by |
|
| | the Office for National Statistics published in March of the |
|
| | current year and that index so published for March of the |
|
| | |
| |
|
|
| |
| |
|
| | Application of income from sale of rights to repayments of student loans |

| | ‘The Secretary of State shall by regulations make provision for making payments |

| | to support students in higher education equal to the amount of the sums paid into |

| | the Consolidated Fund in consequence of the sale of rights to repayments of |

| | using full and clear market information and a comparison with keeping |
|
| | the loans on the Government books, in terms of both likely income flows |
|
| | |
| | (9) | The Secretary of State shall make a written statement on expenditure incurred in |
|
| | connection with each transfer arrangement.’. |

| | That the following provisions shall apply to the Sale of Student Loans Bill: |
|
| | |
| | 1. | The Bill shall be committed to a Public Bill Committee. |
|
| | Proceedings in Public Bill Committee |
|
| | 2. | Proceedings in the Public Bill Committee shall (so far as not previously |
|
| | concluded) be brought to a conclusion on Tuesday 11th December 2007. |
|
| | 3. | The Public Bill Committee shall have leave to sit twice on the first day on |
|
| | |
| | Consideration and Third Reading |
|
| | 4. | Proceedings on consideration shall (so far as not previously concluded) be |
|
| | brought to a conclusion one hour before the moment of interruption on the |
|
| | day on which those proceedings are commenced. |
|
| | 5. | Proceedings on Third Reading shall (so far as not previously concluded) be |
|
| | brought to a conclusion at the moment of interruption on that day. |
|
| | 6. | Standing Order No. 83B (Programming committees) shall not apply to |
|
| | proceedings on consideration and Third Reading. |
|
| | |
| | 7. | Any other proceedings on the Bill (including any proceedings on |
|
| | consideration of Lords Amendments or on any further messages from the |
|
| | Lords) may be programmed. |
