| | (8) | Before making any regulations under subsection (6), the Secretary of State shall |

| | (a) | such persons as are likely to be affected by those regulations; and |

| | (b) | such persons appearing to him to be representatives of persons likely to |
|
| | |
| | (9) | Regulations under subsection (6)— |
|
| | (a) | may make different provision for different cases; and |
|
| | (b) | may contain such incidental, supplemental, consequential and |
|
| | transitional provision as the Secretary of State thinks fit. |
|
| | (10) | The power to make regulations under subsection (6) is exercisable by statutory |
|
| | |
| | (11) | No regulations may be made under subsection (6) unless a draft of the statutory |
|
| | instrument containing the regulations has been laid before, and approved by a |
|
| | resolution of, each House of Parliament.’. |

| | transferred to each of them. |

| | (2) | The requirements of subsection (1) are to be treated for the purposes of the |
|
| | Building Societies Act 1986 as requirements of that Act.’. |

|

| | ‘The Treasury may by order require all banks and building societies, as defined |
|
| | by this Act, to transfer the balances of all dormant accounts to the reclaim fund.’. |

| | 1. | The Bill shall be committed to a Public Bill Committee. |
|

| | 2. | Proceedings in the Public Bill Committee shall (so far as not previously |
|
| | concluded) be brought to a conclusion on Tuesday 21st October 2008. |

| | 3. | The Public Bill Committee shall have leave to sit twice on the first day on |

| | Consideration and Third Reading |
|
| | 4. | Proceedings on consideration shall (so far as not previously concluded) be |
|
| | brought to a conclusion one hour before the moment of interruption on the |
|
| | day on which those proceedings are commenced. |

| | 5. | Proceedings on Third Reading shall (so far as not previously concluded) be |
|
| | brought to a conclusion at the moment of interruption on that day. |

| | 6. | Standing Order No. 83B (Programming committees) shall not apply to |

| | proceedings on consideration and Third Reading. |

| | 7. | Any other proceedings on the Bill (including any proceedings on any |
|
| | messages from the Lords) may be programmed. |
