conclusion at 7.00 p.m. on Tuesday 8th July.

be calculated with reference to—

historic levels of emissions of greenhouse gases by the UK;

such other factors as the Secretary of State considers relevant.

(4)
The Secretary of State shall lay before Parliament within one year of the coming

into force of this Act a report setting out the basis on which the target for the UK

contribution has been calculated.’.
