To move the following Clause:—

 

‘After section 1 of the Abortion Act 1967 (c. 87) (medical termination of

 

pregnancy) insert—

 

“1A(1)  

If a pregnant woman requests a medical termination of pregnancy

 

from a registered medical practitioner under the grounds for

 

termination specified in section 1 of this Act (except in the case of a

 

medical emergency by virtue of section 1(4)), a registered medical

 

practitioner or a suitable qualified health professional expeditiously

 

shall provide the pregnant woman with—

 

(a)    

the offer of a suitable opportunity to receive counselling; and

 

(b)    

the following information—

 

(i)    

a description of the risks of termination of pregnancy

 

at different stages of pregnancy and the potential

 

post-termination physical, psychological and

 

psychiatric risks associated with the termination of

 

pregnancy; and

 

(ii)    

contact details of sources of available help and advice

 

including adoption services and if tests of the embryo

 

or foetus have already revealed a risk of any material

 

or physical abnormality, where available, relevant

 

supportive service providers and information.

 

      (2)  

The offer and information set out in paragraphs (1)(a) and (b) must be

 

provided prior to the termination of the pregnancy.”’.

To move the following Clause:—

 

‘(1)    

The Abortion Act 1967 (c. 87) is amended as follows.

 

(2)    

After section 5 insert—

 

“5A    

Review by Joint Parliamentary Committee

 

(1)    

There shall be a Committee (“the Committee”) consisting of Members of

 

both Houses of Parliament which shall undertake a review of abortion

 

law and practice.

 

(2)    

Within nine months of the date on which the Human Fertilisation and

 

Embryology Act 2008 receives Royal Assent, the Committee shall

 

complete its review and lay a report of its findings before both Houses of

 

Parliament.

 

(3)    

It shall be the duty of the Secretary of State to take all reasonable steps to

 

give legislative effect to the report of the Committee within two years of

 

the date on which it is laid.

 

(4)    

The Committee shall consist of a total of 17 members of the House of

 

Lords and the House of Commons to be nominated by the Lord Speaker

 

and the Speaker of the House of Commons.

 

(5)    

When nominating members of the Committee, the Lord Speaker and the

 

Speaker of the House of Commons shall take all reasonable steps to

 

ensure that the membership of the Committee includes those who support

 

and those who do not support the services provided under this Act.

 

(6)    

In undertaking its review the Committee shall take all reasonable steps to

 

ensure that they are informed by the views of those who support and

 

those who do not support the services provided under this Act.”’.

The Authority’s annual report must include a detailed evaluation of all

 

current research projects licensed by the Authority, which shall include:

 

(a)    

statistical information,

 

(b)    

measures of performance such as peer review journal

 

publications and patents obtained, and

 

(c)    

details of how the Authority will develop other ways to monitor

 

performance, or how it has monitored performance, of licences

 

granted for the purposes of research.”’.

‘It shall be an offence for human gametes, as such, to give rise to financial gain

 

or comparable advantage.

 


 

The aforementioned provision shall not prevent payments which do not constitute

 

a financial gain or a comparable advantage, in particular:

 

(a)    

compensation of living donors for loss of earnings and any other

 

justifiable expenses caused by the donation or by the related medical

 

examinations;

 

(b)    

payment of a justifiable fee for legitimate medical or related technical

 

services rendered in connection with donation.’.

 

 

Order of the House [12th MAY 2008]

 

That the following provisions apply to the Human Fertilisation and Embryology Bill

 

[Lords]:

 

Commital

 

1.    

The following shall be committed to a Committee of the whole House—

 

(a)    

Clauses 4, 11, 14, and 23 and Schedule 2;

 

(b)    

any new Clauses or new Schedules relating to the termination of

 

pregnancy by registered medical practitioners.

 

2.    

The remainder of the Bill shall be committed to a Public Bill Committee.

 

Proceedings in Committee

 

3.    

Proceedings in Committee of the whole House shall be completed in two

 

days.

 

4.    

Those proceedings shall be taken on each of those days as shown in the first

 

column of the following Table and in the order so shown.

 

5.    

The proceedings on each of those days shall (so far as not previously

 

concluded) be brought to a conclusion at the times specified in the second

whole to the House from the Public Bill Committee.

 

Consideration and Third Reading

 

10.    

Proceedings on consideration shall (so far as not previously concluded) be

 

brought to a conclusion one hour before the moment of interruption on the

 

day on which those proceedings are commenced.

 

11.    

Proceedings on Third Reading shall (so far as not previously concluded) be

 

brought to a conclusion at the moment of interruption on that day.

 

12.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings on consideration and Third Reading.

 

Other proceedings

 

13.    

Any other proceedings on the Bill (inlcuding any proceedings on
