Departmental Pensions

David Simpson: To ask the Secretary of State for Communities and Local Government how many and what percentage of staff in her Department were making additional voluntary contributions to their pensions in each of the last two years. [193550]

Mr. Dhanda: 66 members of staff in Communities and Local Government (3 per cent. of the total number of staff employed by the Department) were making additional voluntary pension contributions through deductions from their pay in February 2007. This has decreased to 53 members of staff (2 per cent. of the total number of staff employed by the Department) who were making additional voluntary pension contributions through deductions from their pay in February 2008.

Domestic Waste: Waste Disposal

Robert Neill: To ask the Secretary of State for Communities and Local Government pursuant to the answer to the hon. Member for Brentwood and Ongar of 18 December 2007, Official Report, column 1324W, on domestic waste: waste disposal, what the notional monetary value was of the efficiency gain recorded by moving to a fortnightly collection of household rubbish for each of the local authorities listed in the forward and backward look statements. [191664]

Mr. Dhanda: Local authorities report their efficiency gains to the Department for Communities and Local Government through annual efficiency statements, which are published on the Department's website at:

The statements are not submitted in a format that would allow information on fortnightly collection to be identified on a robust basis.

on Domestic Waste: Waste Disposal, how moving to a fortnightly collection of household rubbish from weekly collection generates a (a) cashable and (b) non-cashable efficiency gains for the purposes of inclusion in her Department's annual efficiency statements. [191665]

Mr. Dhanda: A legitimate efficiency gain is generated when a council restructures service provision to provide a more efficient service to the same client group in a way that maintains overall output and service quality.

Councils are required to note the definition of efficiency set out in ‘Measuring and Reporting Efficiency Gains’:

If the net costs of waste collection fall, while service quality is maintained, this leads to a cashable gain. When outputs or service quality associated with waste collection improves for the same net cost, this leads to a non-cashable gain.

Fire Services: Finance

Mr. Drew: To ask the Secretary of State for Communities and Local Government what allocation was made to each fire authority for (a) fire control, (b) fire link and (c) new dimensions programmes in each year since 2002, broken down by region. [195408]
