(1) Recruits included those officers joining as police standard Direct Recruits and those who were previously Special constables. This excludes police officers on transfers from other forces and those rejoining.
(2) Full time equivalent figures that have been rounded to the nearest whole number. Because of rounding, there may be an apparent discrepancy between totals and the sums of the constituent items.

Police: Rural Areas

Miss McIntosh: To ask the Secretary of State for the Home Department what representations she has received on the practice of requiring parish councils to pay for police patrols in rural areas. [199719]

Mr. McNulty: Parish councils and others write to me from time to time about a variety of funding issues but I have placed no requirement on them to pay for police patrols.

Police authorities set their own budgets, drawing on local revenues in addition to Government grant. They may seek further funding from the partners with whom they work, including parish councils, as evidence of their commitment to the partnership approach which is an essential element in the successful implementation of neighbourhood policing.
