HUMAN FERTILISATION AND EMBRYOLOGY BILL [LORDS] (PROGRAMME)
Motion made, and Question put forthwith, pursuant to Standing Order No. 83A (Programme motions),
That the following provisions shall apply to the Human Fertilisation and Embryology Bill [ Lords]:
Committal
1. The following shall be committed to a Committee of the whole House—
(a) Clauses 4, 11, 14 and 23 and Schedule 2;
(b) any new Clauses or new Schedules relating to the termination of pregnancy by registered medical practitioners.
2. The remainder of the Bill shall be committed to a Public Bill Committee.
Proceedings in Committee
3. Proceedings in Committee of the whole House shall be completed in two days.
4. Those proceedings shall be taken on each of those days as shown in the first column of the following Table and in the order so shown.
5. The proceedings on each of those days shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table.
6. Standing Order No. 83B (Programming committees) shall not apply to the proceedings in Committee of the whole House.
7. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 17th June 2008.
8. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
9. When the provisions of the Bill considered, respectively, by the Committee of the whole House and by the Public Bill Committee have been reported to the House, the Bill shall be proceeded with as if it had been reported as a whole to the House from the Public Bill Committee.
Consideration and Third Reading
10. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
11. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
12. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.
Other proceedings
13. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed .—[ Liz Blackman .]

Development and Healthcare (Hampshire)

Peter Viggers (Gosport) (Con): I beg to present a petition that has been signed in these terms by 16,132 constituents and others. It relates to the Royal hospital, Haslar, which has been highly regarded as the only military hospital in the UK and which continues to provide excellent medical services for civilians and service personnel despite an announcement in 1998 that it was to be closed. I maintain that through this campaign Haslar has become the best known hospital in the UK. The petition demands that the hospital should be allowed to continue as a vital local asset.

That Gosport Borough Council, Fareham Borough Council and the Haslar Task Force have proposals for the future use of the Haslar site and have urged that ways be found to utilise the site for the provision of healthcare services and treatment in Gosport, Fareham and the surrounding areas.
Wherefore your Petitioners pray that your Honourable House shall urge the Ministry of Defence, the Department of Health and all other relevant bodies to promote this particular proposal.
And your Petitioners, as in duty bound, will ever pray, &c.
Human Fertilisation and Embryology Bill

Mr. David Burrowes (Enfield, Southgate) (Con): It is my pleasure to present a petition on behalf of many people of this country who are extremely concerned about today’s proceedings and those that will take place over the coming weeks in relation to the Human Fertilisation and Embryology Bill, and about the effect that it will have on respect for human life.
The petition of residents of the UK has been signed by 45,403 people. I want to express the gratitude of many hon. Members to the Society for the Protection of Unborn Children for organising the petition, which is reflective of the views not only of those signatories but of many thousands of others throughout the country who have expressed their concern.
The Petition of residents of the United Kingdom,
Declares that the Human Fertilisation and Embryology Bill (2007) proposes to endorse the creation of human-animal hybrid embryos in the laboratory; the widening of the scope for experiments on human embryos, and the creation of human embryos for other purposes without regard for the welfare and status of such embryos.
The Petitioners therefore request that the House of Commons vote against the Human Fertilisation and Embryology Bill, and urges the Government to change its policy towards endorsing the creation of human-animal hybrid embryos in the laboratory; the widening of the scope for experiments on human embryos, and the creation of human embryos for other purposes without regard for the welfare and status of such embryos.
