Lobbying: EU Action

Mr. Gordon Prentice: To ask the Chancellor of the Duchy of Lancaster what discussions he has had with the European Commission on the EU voluntary register of lobbyists; and whether he has considered the merits of establishing registers of those lobbying Government departments. [232232]

Kevin Brennan: The Government's position on the European Commission's voluntary register and code of conduct for interest representatives (lobbyists), is as set out in its response to the Commission's Green Paper on “The European Transparency Initiative”, and in the Minister for Europe’s letter of 14 September 2006 to the chairman of the European Scrutiny Committee. Copies of both documents have been placed in the Libraries of the House.

Contacts between Government Departments and lobbyists are governed by the requirements of the “Ministerial Code”, “Civil Service Code”, “Civil Service Management Code”, “Code of Conduct for Special Advisers”, and “Guidance for Civil Servants on Contacts with Lobbyists” as appropriate. The Government look forward to receiving the Public Administration Select Committee's report on lobbying in due course.

Suicide

Norman Lamb: To ask the Chancellor of the Duchy of Lancaster how many people in each five year age cohort committed suicide in each of the last 20 years; what the suicide rate for each cohort was in each of those years; and if he will make a statement. [233812]

(1) Suicide was defined using the International Classification of Diseases, Ninth Revision (ICD-9) codes E950-E959 and E980-E989, excluding E988.8 for the years 1988 to 2000, and the International Classification of Diseases, Tenth Revision (ICD-10) codes X60-X84 and Y10-Y34, excluding Y33.9 (where the Coroner’s verdict was pending) for the years 2001 to 2007.
(2) Figures include deaths of non-residents.
(3) Suicide and undetermined intent deaths have not been included for children under the age of 15 years.
(4) Figures are for deaths registered in each calendar year.
