1National Insurance Contributions Bill,—Mr Chancellor of the Exchequer, supported by the Prime Minister, Mr Secretary Hain, Andy Burnham, Jane Kennedy, Angela Eagle and Kitty Ussher presented a Bill to make provision in connection with the upper earnings limit for national insurance contributions (including in particular provision about the upper accrual point): And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 7].

2Queen’s Speech (Motion for an Address),— The Order of the day being read, for resuming the adjourned Debate on the Question proposed on 6th November, That an humble Address be presented to Her Majesty, as follows:

4Queen’s Speech (Motion for an Address),—The Order of the day being read, for resuming the adjourned Debate on the Question proposed on 6th November, That an humble Address be presented to Her Majesty, as follows:

Most Gracious Sovereign,

We, Your Majesty’s most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament;

And the Question being again proposed:—The House resumed the adjourned Debate.

An Amendment was proposed to the Question, at the end, to add the words ‘but regret the absence of measures in the Gracious Speech to empower professionals responsible for the delivery of health and education services and of measures which would make those services more accountable to patients and parents; deplore the absence of measures to improve public health and reduce health inequalities; regret the lack of a reformed legislative structure for the National Health Service which would reduce central targets and devolve decision-making closer to patients and enable health services to respond to the need for high quality and accessible care; further regret the lack of measures to deal with school discipline, raise standards in literacy, numeracy, science and languages, address under-performance in the primary sector, tackle disadvantage at its roots and provide effective support in the earliest years; and further regret the absence of measures which would deliver the real improvements needed in these and related public services.’.—(Mr Andrew Lansley.)

And the Question being put, That the Amendment be made;

PRAYERS.

1Message from the Lords,—A Message was brought from the Lords, as follows:

Human Rights,—The Lords communicate that they have appointed a Committee of six Lords to join with the Committee appointed by this House as the Joint Committee on Human Rights to consider:

(a) matters relating to human rights in the United Kingdom (but excluding consideration of individual cases);

(b) proposals for remedial orders, draft remedial orders and remedial orders made under section 10 of and laid under Schedule 2 to the Human Rights Act 1998; and

(c) in respect of draft remedial orders and remedial orders, whether the special attention of the House of Lords should be drawn to them on any of the grounds specified in House of Lords Standing Order 74 (Joint Committee on Statutory Instruments);

To report to the House of Lords:

(a) in relation to any document containing proposals laid before the House of Lords under paragraph 3 of the said Schedule 2, its recommendation whether a draft order in the same terms as the proposals should be laid before the House; or

(b) in relation to any draft order laid under paragraph 2 of the said Schedule 2, its recommendation whether the draft order should be approved;

and to have power to report to the House of Lords on any matter arising from its consideration of the said proposals or draft orders; and

To report to the House of Lords in respect of any original order laid under paragraph 4 of the said Schedule 2, its recommendation whether:

(a) the order should be approved in the form in which it was originally laid before Parliament; or

(b) that the order should be replaced by a new order modifying the provisions of the original order; or

(c) that the order should not be approved,

and to have power to report to the House on any matter arising from its consideration of the said order or any replacement order.

They have ordered that the Committee have power to agree with the Committee appointed by this House in the appointment of a Chairman;

That the quorum of the Committee shall be two;

That the Committee have power to appoint specialist advisers;

That the Committee have power to adjourn from place to place;

Another Amendment was proposed to the Question, at the end to add the words ‘but humbly regret that the Gracious Speech fails to set out a clear vision on the future of economic policy, contains no measures to develop Britain’s competitiveness, includes proposals that will damage enterprise, and does not contain any measures to reduce youth unemployment and to make significant inroads into the number of people on benefits who could work; condemn the absence of measures to ensure real improvements in the public services to give people power over their lives and generate greater value for money for taxpayers; and further regret the absence of measures in the Gracious Speech to tackle the pensions crisis to which Government policy has contributed.’.—(Mr George Osborne.)
