That the Committee takes note of European Union Documents No. 13112/07 and Addendum 1, Commission Communication: Progressing Galileo: re-profiling the European GNSS Programmes; No. 13113/07, amended draft Regulation on the further implementation of the European satellite radionavigation programmes (EGNOS and Galileo), and No. 13237/1/07, Commission Communication concerning the revision of the multi-annual financial framework (2007–2013), on re-profiling the Galileo programme and on the proposal for the revision of the Financial Perspectives to finance the Galileo programme and the European Institute of Technology; and endorses the Government’s approach to discussions on these documents.

7Health and Social Care Bill [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Health and Social Care Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Health and Social Care Bill, it is expedient to authorise—

(1) the payment out of money provided by Parliament of—

(a) any sums payable by virtue of the Act as health in pregnancy grant under the Social Security Contributions and Benefits Act 1992 or the Social Security Contributions and Benefits (Northern Ireland) Act 1992,

5Housing and Regeneration Bill,—The Order of the day being read, for the Second Reading of the Housing and Regeneration Bill;

And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

An Amendment was proposed to the Question, to leave out from the word ‘That’ to the end of the Question and add the words ‘this House declines to give a Second Reading to the Housing and Regeneration Bill because it creates a top-down, centrally-driven approach to development and regeneration, allows the unaccountable Homes and Communities Agency, in conjunction with the unelected regional development agencies, to ride roughshod over local communities, takes further powers away from democratically-elected local authorities and places them in the hands of politically-appointed Homes and Communities Agency officials, does not extend to social tenants proper rights to buy or part-buy their homes, fails to address the growing problems with the Housing Market Renewal and Thames Gateway regeneration schemes and provides insufficient measures to promote genuine brownfield regeneration, choice for social tenants, wider home ownership and the raising of environmental standards in house building’, instead thereof.—(Grant Shapps.)

5Opposition Day [2nd allotted day],—It being an allotted day at the disposal of the Leader of the Opposition in pursuance of Standing Order No. 14 (Arrangement of public business), the House proceeded to consider Opposition business.

HM Revenue and Customs data loss,—A Motion was made, and the Question being proposed, That this House is deeply concerned at the Government’s failure to protect the personal details of 25 million citizens; believes this security breach is due to systemic failures at HM Revenue and Customs; notes the inconsistencies between the version of events set out by the Chancellor of the Exchequer in his statement of 20th November and

that revealed by the Government emails released by the National Audit Office on 22nd November; and calls on the Chancellor of the Exchequer to provide a comprehensive explanation about how the security breach occurred, why previous warnings about data security were ignored and what policy changes will be introduced to protect the public in future—(Mr George Osborne);

7Opposition Day [2nd allotted day],—Government management of the prisons system,—A Motion was made, and the Question being proposed, That this House considers that the Government’s management of the prisons system continues to be a national disgrace; notes that within the last two weeks the prison population has reached a record high of 81,547; further notes that a quarter of all prisoners are in cells designed for one fewer person; is gravely concerned that numbers of suicides in custody are rising; notes that the large majority of people in prison are serious, violent or persistent offenders who need access to effective rehabilitation which is not generally available; notes that two-thirds of prisoners re-offend within two years of their release, resulting in substantial cost to the criminal justice system; is concerned that at least 8,500 people have been released early from prison under the End of Custody Licence Scheme; notes that the Government has scaled back the prison building target for 2007 from 2,500 new places to only 700; expresses concern that the Government may be planning to link resources to sentencing as a means of reducing the prison population; disapproves of proposals to abolish magistrates’ powers to impose a suspended sentence; and calls upon the Government to introduce honesty in sentencing, halt the End of Custody Licence Scheme and take immediate steps to ensure adequate prison capacity to hold all those sentenced by the courts in the interests of public safety—(Nick Herbert);

1Regulatory Reform,—Andrew Miller reported from the Regulatory Reform Committee the following Resolution:

That the draft Legislative Reform (Local Authority Consent Requirement) (England and Wales) Order 2007, which was laid before this House on Wednesday 25th July, in the last Session of Parliament, should be proceeded with unamended.

2Fifth Delegated Legislation Committee,—Mr Roger Gale reported from the Fifth Delegated Legislation Committee the Guidance Issued under Section 182 of the Licensing Act 2003.

3Message from the Lords,—A Message was brought from the Lords as follows:

Bournemouth Borough Council Bill [Lords],—The Lords have passed a Bill to confer powers on Bournemouth Borough Council for the better control of street trading in the borough of Bournemouth; to which the Lords desire the concurrence of this House.

Manchester City Council Bill [Lords],—The Lords have passed a Bill to confer powers on Manchester City Council for the better control of street trading in the city of Manchester; to which the Lords desire the concurrence of this House.

4Bournemouth Borough Council Bill [Lords],—The Bournemouth Borough Council Bill [Lords] was read the first time.

Bill referred to the Examiners of Petitions for Private Bills.

5Manchester City Council Bill [Lords],—The Manchester City Council Bill [Lords] was read the first time.

6Future Prospects for Apprenticeships in England (Topical Debate),—A Motion was made, and the Question being proposed, That this House has considered the matter of future prospects for apprenticeships in England—(Mr David Lammy);

And it being one and half hours after the commencement of proceedings, the Motion lapsed without Question put, pursuant to Temporary Standing Order (Topical debates).

7Common European Asylum System,—A Motion was made, and the Question being proposed, That this House takes note of European Union Document No. 10516/07, Commission Green Paper on the future Common European Asylum System; notes the continued importance of working collectively on asylum issues with other Member States; further notes the importance of the Dublin II Regulation, the current responsibility mechanism to deal with asylum seekers; and supports the Government’s position that proper implementation and a full evaluation of first phase instruments should take place before embarking on a second phase of legislation—(Meg Hillier);

An Amendment was proposed to the Question, in line 6, to leave out from the word ‘seekers’ to the end of the Question and add the words ‘but recognises that asylum policy, as an essential component in the control of the UK’s borders, should remain under the control of the British Government,’ instead thereof.—(Damian Green.)

And the Question being put, That the Amendment be made;

The House divided.

So the Question was negatived.

And the Main Question being put;
