Q60 Chair: That might indicate a
certain amount of fraud rather than lots of children!
Mr Blake-Herbert: Possibly, but
it is not necessarily about the populations not keeping count.
A lot of local authorities have got growth, according to the ONS,
but they are saying it is not growing rapidly enough, but some
authorities, like Slough, are actually saying the population is
decreasing.
