Provision of Public Toilets

Memorandum submitted by Mr Dilwyn Chambers

 

1. At one time the Railway Inspectorate required all railway stations (even quite small ones) to be provided with toilets. See documentation.

 

2. Railway Operators, often at the request of station staff, have ceased to provide them for several decades. It is sometimes even claimed that closure is at the request of the British Transport Police.

 

3. Many Toilets at London Underground stations are locked by the staff at 2200, thereby discouraging certain categories of passengers travelling after that time. If the Disability Discrimination Act applies, this is illegal.

 

4. Statutory bodies purporting to protect passengers' interests have failed to do so.
