Memorandum submitted by John Parker (Vet
30)
I submit that the Veterinary Surgeons Act of
1966 is totally inadequate and out of date in the fields of disciplinary
processes and procedures. Recent events and publications have
illustrated grave inconsistencies and lack of structured sentencing
in the activities of the Preliminary Investigation Committee and
Disciplinary Committee of the Royal College of Veterinary Surgeons.
Their processes are archaic and way out of step in comparison
with the other medical professions. They do not conform with Article
6 of the Human Rights Act. An independent and transparent review
is urgently needed.
