Select Committee on Public Administration Written Evidence

Memorandum from Dr John Hyslop

This submission comes from my perspective as a NHS consultant of 22 years in a DGH, no more, no less.

It relates to a simple proposal to give patients voice rather than have surrogates act on their behalf. just as "whose life is it anyway?" "who is the `customer"? is it a proxy commissioner or me, myself, I?

THUS the patient can be involved, I would argue each should be involved, and have voice, valued opinion on the record to lift our game and engage in quality service improvements, innovation and development.

Clinicians value feedback, first and foremost after direct patient interaction. In the UK we lead with feedback in medical education, its about time the largest public service industry got an integrated common tool to manage quality!

Ever been to a hotel where feedback is not used, do you value it? the NHS is the largest "bed" hotel chain in the UK.

Although written from an NHS outlook, innovating to give added value to the Connecting for Health program, this submission is about citizen `voice', interaction, generation of responsibility, a mutual contract, but foremost quality service management that is practical and geared for improving standards. Indeed it will generate standards of service in its application!

So rather than answer your well founded questions, herewith a practical answer, that should be transferable wherever appointments are computer generated.

There is timely synergy with the health select committee agenda, please use this opportunity.

Dr John Hyslop FRCR
