The House met at half-past Two o'clock.

PRAYERS.

1    First Delegated Legislation Committee,—Mrs Janet Dean reported from the First Delegated Legislation Committee the draft Passenger and Goods Vehicles (Recording Equipment) (Downloading and Retention of Data) Regulations 2008.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Education and Skills Bill,—The Education and Skills Bill was, according to Order, read a second time.

3    Education and Skills Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Education and Skills Bill:

Committal

    1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

    2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on 28th February 2008.

    3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed—(Steve McCabe):—It was agreed to.

4    Education and Skills Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Education and Skills Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Education and Skills Bill, it is expedient to authorise—

    (1) the payment out of money provided by Parliament of—

      (a) any expenditure incurred by virtue of the Act by the Secretary of State or the Office for Standards in Education, Children's Services and Skills, and

      (b) any increase attributable to the Act in the sums which by virtue of any other Act are payable out of money so provided, and

    (2) the payment of sums into the Consolidated Fund—(Steve McCabe):—It was agreed to.

5    Environmental Audit,—Ordered, That Ian Pearson be discharged from the Environmental Audit Committee and Mr Phil Woolas be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)

6    Public Petitions,—A Public Petition from residents of Harrogate and Knaresborough and others against post office closures (Harrogate and Knaresborough) was presented and read; and ordered to lie upon the Table and to be printed.

7    Adjournment.
