The House met at half-past Two o'clock.

PRAYERS.

1    Standing Orders,—The First Deputy Chairman of Ways and Means reported from the Standing Orders Committee the following Resolution:

    That, in the cases of the London Local Authorities Bill [Lords], the London Local Authorities and Transport for London (No. 2) Bill [Lords] and the London Local Authorities (Shopping Bags) Bill, the Standing Orders ought to be dispensed with: That the parties be permitted to insert their Additional Provisions, if the Committees on the Bills think fit.

    The Resolution was agreed to.

2    Crown Employment (Nationality) Bill,—Ordered, That the Crown Employment (Nationality) Bill be read a second time on Friday 20th June.

3    Human Rights Act 1998 (Meaning of Public Function) Bill,—Ordered, That the Human Rights Act 1998 (Meaning of Public Function) Bill be read a second time on Friday 20th June.

4    Children and Young Persons Bill [Lords],—The Children and Young Persons Bill [Lords] was, according to Order, read a second time.

5    Children and Young Persons Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Children and Young Persons Bill [Lords]:

Committal

    1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

    2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 3rd July 2008.

    3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed—(Mr Sadiq Khan):—It was agreed to.

6    Children and Young Persons Bill [Lords] (Money),—Her Majesty's Recommendation having been signified to the proposed Motion relating to Children and Young Persons Bill [Lords] (Money);

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Children and Young Persons Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of—

    (a) any expenditure incurred by the Secretary of State under the Act; and

    (b) any increase attributable to the Act in the sums payable under any other Act out of money so provided—(Mr Sadiq Khan):—It was agreed to.

7    Social Security,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Social Security (Students Responsible for Children or Young Persons) Amendment Regulations 2008, which were laid before this House on 14th May, be approved—(Mr Sadiq Khan):—It was agreed to.

8    Public Petition,—A Public Petition from the residents of Castle Point and others relating to the Post Office Card Account was presented and read.

9    Adjournment.

    Resolved, That this House do now adjourn.—(Mr Dave Watts.)

    And accordingly, the House, having continued to sit till twenty-nine minutes past Ten o'clock, adjourned till to-morrow.
