Note

 

The Amendments have been arranged in accordance with the Banking Bill

 

(Programme) (No. 4) Motion in the name of Mr Chancellor of the Exchequer.

 


 

Lords Amendment No. 83

 

Mr Chancellor of the Exchequer

 

To move, That this House disagrees with the Lords in their Amendment.

 

To move the following amendment in lieu—

 

 

Parliamentary Star    

Page  111,  line  25,  at end insert the following new Clause—

 

‘Reports

 

(1)    

The Treasury shall prepare reports about any arrangements entered into which

 

involve or may require reliance on section 225(1).

 

(2)    

A report must be prepared in respect of­—

 

(a)    

the period beginning with 1st April 2009 and ending with 30th September

 

2009, and

 

(b)    

each successive period of 6 months;

 

    

but no report is required for a period in respect of which there is nothing to record.

 

(3)    

The Treasury shall lay each report before the House of Commons as soon as is

 

reasonably practicable.

 

(4)    

A report must not­—

 

(a)    

specify individual arrangements, or

 

(b)    

identify, or enable the identification of, individual beneficiaries.

 

(5)    

The Treasury must aim to give as much information as possible in a report,

 

subject to subsection (4) and other considerations of public interest.’.

Banking Bill, continued

 
 

 

Order of the House [14 OCTOBER 2008]

 

That the following provisions shall apply to the Banking Bill:

 

Committal

 

1.    

The Bill shall be committed to a Public Bill Committee.

 

Proceedings in Public Bill Committee

 

2.    

Proceedings in the Public Bill Committee shall (so far as not previously

 

concluded) be brought to a conclusion on Tuesday 18 November 2008.

 

3.    

The Public Bill Committee shall have leave to sit twice on the first day on

 

which it meets.

 

Consideration and Third Reading

 

4.    

Proceedings on consideration shall (so far as not previously concluded) be

 

brought to a conclusion one hour before the moment of interruption on the

 

day on which those proceedings are commenced.

 

5.    

Proceedings on Third Reading shall (so far as not previously concluded) be

 

brought to a conclusion at the moment of interruption on that day.

 

6.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings on consideration and Third Reading.

 

Other proceedings

 

7.    

Any other proceedings on the Bill (including any proceedings on

 

consideration of Lords Amendments or on any further messages from the

 

Lords) may be programmed.

 

 

Banking Bill (programme) (No. 2)

 

Mr Chancellor of the Exchequer

 

That the Order of 14 October 2008 (Banking Bill (Programme)) be varied as follows:

 

 

1.    

Paragraphs 4 and 5 of the Order shall be omitted.

 

2.    

Proceedings on consideration shall (so far as not previously concluded) be

 

brought to a conclusion three hours after the commencement of proceedings

 

on the Motion for this Order.

 

 

Banking Bill (programme) (No. 3)

 

Mr Chancellor of the Exchequer

 

That the following provisions shall apply to the Banking Bill for the purpose of

 

supplementing the Orders of 14 October 2008 and 26 November 2008 (Banking Bill

 

(Programme) and Banking Bill (Programme) (No. 2)):

Proceedings on Third Reading shall (so far as not previously concluded) be brought to

 

a conclusion one hour after the commencement of proceedings on the Motion for this

 

Order.

 

 

Banking Bill (programme) (No. 4)

 

Mr Chancellor of the Exchequer

 

That the following provisions shall apply to the Banking Bill for the purpose of

 

supplementing the Orders of 14 October 2008, 26 November 2008 and 17 December 2008

 

(Banking Bill (Programme), Banking Bill (Programme) (No. 2) and Banking Bill

 

(Programme) (No. 3)):

 

  

 

Consideration of Lords Amendments

 

1.    

Proceedings on consideration of Lords Amendments shall (so far as not

 

previously concluded) be brought to a conclusion at the moment of

 

interruption at this day’s sitting.

 

2.    

The Lords Amendments shall be considered in the following order, namely

 

Nos. 83, 1 to 82, 84 to 97.

 

Subsequent stages

 

3.    

Any further Message from the Lords may be considered forthwith without

 

any Question being put.

 

4.    

The proceedings on any further Message from the Lords shall (so far as not

 

previously concluded) be brought to a conclusion one hour after their
