Mr. David: My right hon. Friend the Secretary of State has regular discussions with Cabinet colleagues on a range of issues. The reviews announced in the pre-Budget report for specific assets and estates will look at a range of opportunities to improve efficiency and deliver the best deal for taxpayers.

Environmental Legislation

16. Adam Price: To ask the Secretary of State for Wales for what reasons the draft National Assembly for Wales Environmental Protection and Waste Management (Legislative Competence) Order has not been laid before Parliament. [242961]
Mr. Paul Murphy: Negotiations on the environment LCO have proved particularly challenging and protracted given the complexity of the proposals and technical nature of the subject matter, but progress is being made, and I am hopeful that outstanding issues will be resolved in the next few months.

Prepayment Fuel Meters

17. Lembit Öpik: To ask the Secretary of State for Wales what recent discussions he has had with the Secretary of State for Energy and Climate Change on use of prepayment fuel meters in Wales; and if he will make a statement. [242962]
Mr. David: My right hon. Friend the Secretary of State has meetings with UK Government colleagues on a regular basis. The UK Government and the Welsh Assembly Government have both spoken out strongly about the difference in prices between different payment methods.
Ofgem’s report into the energy supply markets examined the higher prices charged by prepayment meters and has proposed a range of actions to help consumers get a better deal. A number of energy suppliers have already taken steps to reduce the price differences for different payment types.
