Mr. Burns: To ask the Chancellor of the Exchequer when he plans to reply to the letter of 2 February 2009 from the hon. Member for West Chelmsford (PO REF: 2/02352/2009) concerning his constituent Dr. Paul Carslake of Writtle, Chelmsford. [270360]

Ian Pearson: Due to the large volume of correspondence received on these issues there has been a delay in sending some responses. The Financial Services Secretary hopes to be in a position to reply to the hon. Member shortly.

Mr. Salmond: To ask the Chancellor of the Exchequer when he plans to reply to the letter of 18 November 2008 from the right hon. Member for Banff and Buchan regarding his constituent, Mr Copeland. [270493]

Smuggling: Tobacco and Alcoholic Drinks

Mrs. Gillan: To ask the Chancellor of the Exchequer what estimate he has made of the changes which have resulted in the volume of (a) tobacco products and (b) alcohol entering the UK by mail since the repeal of the Excise Duties (Small Non-Commercial Assignments) Relief Regulations 1986. [270703]

Angela Eagle: Since July 2007, UK excise duty has been due on all alcohol and tobacco products sent by mail from abroad. This includes gifts from one individual to another and goods that are ordered online.

It is not possible to provide an estimate of the changes in volumes of alcohol and tobacco products, seized on entry to the UK by mail since the regulations were repealed. HMRC seizes a large quantity of alcohol and

particularly tobacco products arriving in the UK by mail illegally each year. However, it is not possible to distinguish between those goods which would have qualified for the relief under the regulations and those that would not.

Transport

Departmental Information and Communications Technology

Jenny Willott: To ask the Secretary of State for Transport what estimate he has made of the (a) energy consumed by, (b) energy cost of and (c) carbon dioxide emissions from each category of IT device in each division of his Department in each of the last five years; and if he will make a statement. Mr. Hoon: This information can be provided only at disproportionate cost.

Jenny Willott: To ask the Secretary of State for Transport what steps his Department has taken to address the effect on levels of carbon dioxide emissions from his Department of its ICT purchases since the publication of the Greening Government ICT Strategy; and if he will make a statement. Mr. Hoon: The Department for Transport and its Agencies are committed to reducing the levels of carbon dioxide emissions from ICT purchases. On purchasing the following steps are now taken:

Mr. Hoon: This information is not currently held and could be ascertained only at disproportionate cost.

Departmental Manpower

Mr. Leech: To ask the Secretary of State for Transport pursuant to the answer of 24 March 2009, Official Report, column 197W, on departmental conditions of employment; how many civil servants in his Department have worked on the flexible benefits project; at what grades such staff were employed; and what the cost to date of employing the civil servants working on the flexible benefits project is. [270042]

Mr. Hoon: The Department does not maintain records of the time spent by individual civil servants on this project as it is in addition to their other duties. Any significant resources have been provided by contractors within the overall budget allocation for this project.

Driving Tests: Wisbech

Mr. Moss: To ask the Secretary of State for Transport what the marginal cost of operating the Driving Test Centre in Wisbech in addition to the centre in Kings Lynn was in the most recent 12-month period for which figures are available. [270045]

Jim Fitzpatrick: The cost of rent, rates and other expenditure for Wisbech Driving Test Centre was £11,386 for the financial year 2008-09.

This figure reflects the costs for the building. It does not include the salaries of driving examiners or the costs of other activities.

Mr. Moss: To ask the Secretary of State for Transport what recent progress has been made in the 12-month monitoring exercise at the driving test centre in Wisbech, Cambridgeshire. [270047]

Jim Fitzpatrick: The King's Lynn Multi-Purpose Test Centre opened on 30 June 2008. As the test centre has not yet been open for 12 months, there are insufficient data for the monitoring exercise to be completed.

The Driving Standards Agency remains committed to monitoring the provision of driving tests in the area and will complete the review as soon as possible.

Driving: Licensing

Mr. Maude: To ask the Secretary of State for Transport what estimate he has made of the revenue accruing to the Driving and Vehicle Licensing Agency from renewing expired 10-year photo card driving licences in (a) 2008 and (b) 2009 to date. [269915]

Mr. Frank Field: To ask the Secretary of State for Transport how many provisional driving licences have been issued to non-EU residents in each year since 1997. [270455]

Jim Fitzpatrick: Provisional driving licences are not issued to non-EU residents. The driving licence application form requires applicants to declare that they are resident in Great Britain.
