3 Policing and Crime Bill: Second Reading

Bill read a second time.

4 Policing and Crime Bill (Programme)

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Policing and Crime Bill:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 26 February 2009.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed._(Ms Diana R Johnson.)

5 Policing and Crime Bill (Money)

Queen's Recommendation signified.

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Policing and Crime Bill, it is expedient to authorise the payment out of money provided by Parliament of_

(1) any expenditure incurred by virtue of the Act by a Minister of the Crown or government department, and

(2) any increase attributable to the Act in the sums payable by virtue of any other Act out of money so provided._(Ms Diana R Johnson.)

6 Policing and Crime Bill (Ways and Means)

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Policing and Crime Bill, it is expedient to authorise_

(1) members of staff of the Serious Organised Crime Agency being treated, in relation to their duties outside the United Kingdom, as having overseas Crown employment for certain tax purposes,

(2) the imposition of fees in connection with monitoring arrangements or criminal records, and

(3) payments into the Consolidated Fund._(Ms Diana R Johnson.)

18 European Committee C in respect of European Union Document No. 5938/08 and Addenda 1 and 2, relating to the safety of toys

Mr Mike Weir (Chairman) reported the following Resolution:

That the Committee takes note of European Union Document No. 5938/08 and Addenda 1 and 2, the draft Directive on the safety of toys; and welcomes the Government's actions in support of European measures aimed at securing an appropriate level of safety for toys available on the internal market and a strengthened internal market mechanism without imposing a disproportionate burden on the UK toy industry.
