PRAYERS. 1 Queen's Speech (Answer to Address) The Vice-Chamberlain of the Household reported to the House, That Her Majesty, having been attended with its Address of 15 December, was pleased to receive the same very graciously and give the following Answer: I have received with great satisfaction the dutiful and loyal expression of your thanks for the speech with which I opened the present Session of Parliament. 2 Electoral Commission (Answer to Address) The Vice-Chamberlain of the Household reported to the House, That the Address of 17 December, praying that Her Majesty will appoint Jennifer Watson to the Office of Chairman of the Electoral Commission with effect from 1 January 2009 for the period ending on 31 December 2012, was presented to Her Majesty, who was graciously pleased to comply with the request. Motion made and Question proposed, That, for the purposes of any Act resulting from the Banking Bill, it is expedient to authorise_ (1) the payment out of money provided by Parliament of any expenditure of the Secretary of State in respect of, or in connection with, giving financial assistance to or in respect of a bank or other financial institution, and (2) the payment out of the Consolidated Fund, in urgent cases, of expenditure which would otherwise be paid under the Act out of money provided by Parliament._(Ian Pearson.) Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption at this day's sitting. 2.
