Question accordingly agreed to and Bill read a second time. 3 Local Democracy, Economic Development and Construction Bill [Lords] (Programme) Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Local Democracy, Economic Development and Construction Bill [Lords]: Committal 1. The Bill shall be committed to a Public Bill Committee. Proceedings in Public Bill Committee 2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 18 June 2009. 3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets. Consideration and Third Reading 4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced. 5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day. 6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading. Other proceedings 7. Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Local Democracy, Economic Development and Construction Bill [Lords], it is expedient to authorise_ (1) the payment out of money provided by Parliament of any expenditure incurred by the Secretary of State by virtue of the Act; (2) the payment out of money provided by Parliament of any expenditure incurred by the Local Government Boundary Commission for England by virtue of the Act; Page 387 2008-09 Volume 265 Back to top (3) any increase attributable to the Act in the sums payable by virtue of any other Act out of money provided by Parliament._(Claire Ward.) Question agreed to. 5 Local Democracy, Economic Development and Construction Bill [Lords] (Ways and Means) Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Local Democracy, Economic Development and Construction Bill [Lords], it is expedient to authorise the charging of fees by_ (a) the Audit Commission for Local Authorities and the National Health Service in England, and (b) the Auditor General for Wales, under provisions of the Act relating to the audit of entities connected with local authorities._(Claire Ward.)
