Q78 Chairman: Gentlemen, thank you very
much indeed for coming before us. Thank you very much for your
evidence to us previously in writing; we are very grateful to
you. Can I begin, as I always do, by asking you to introduce yourselves?
Mr Clarke: My name is Simon Clarke.
I qualified as a chartered surveyor in 1988. I have acted for
landlords and tenants and I am now a publican of the Eagle. I
am still a member of the RICS.
Mr Morgan: My name is David Morgan.
I have specialised in all items concerning the leisure industry
now for 34 years. I happen to specialise in items concerning rent
review. I am also perhaps rather unique in the industry in that
I have also owned a restaurant. I have happened to act as a landlord
in a hotel and a pub and a pub, so I have been on each of the
sides of the fence. I am also one of the founder members of Fair
Pint. I also act for the Licensed Trade Charity in items concerning
rent review. The specialisation that I have is actually rent review
litigation.
Mr Willis: I am Martin Willis.
I am a Fellow of the Royal Institution of Chartered Surveyors.
I appear before you today as a representative of the RICS as Chairman
of the trade-related Valuation Group. The RICS is an independent
body regulated by royal charter with the objective of practising
public good. It is an internationally recognised organisation
with a reputation and a long-standing policy of producing valuation
standards and guidelines.

Q79 Mr Binley: Is the current method
of trade in pubs the best way to deal with the situation, to value
and trade in that respect?
Mr Willis: Are you saying the
method of operating a public house?
