The Work of Ofsted - Children, Schools and Families Committee Contents

Memorandum submitted by Michael Cosh

I submit the following regarding the work of Ofsted to be considered for inclusion into the Agenda when the Children, Schools and Families Committee meet with Ms Christine Gilbert, Her Majesty's Chief Inspector of Education, on Wednesday 12 December 2007.

I would ask the Committee to ascertain the following information from Ms Gilbert when she gives oral evidence to the Committee on that day.

  1.  Ofsted Annual Report 2006 indicated that the percentage of Black and Minority Ethnic HMI was 6%. This represented a 0.4% rise from the percentage of 5.6% in December 2005. Will the percentage figure available in December 2007 show a signicant percentage rise in the number of Black and Minority Ethnic HMI employed by Ofsted?

  2.  The number of Black and Minority Ethnic Additional Inspectors was 5% in December 2006. This represented a 0.4% percentage rise on the previous year (December 2005). Will the percentage figure available in December 2007 show a significant rise in the number of Black and Minority Ethnic Additional Inspectors employed by Ofsted?

  3.  Ofsted Inspection Providers had in total 3.4% Black and Minority Ethnic Inspectors at December 2006. Has that percentage increased at December 2007?

  4.  Would Ofsted accept that it is paramount to always include at least one Black and/or Minority Ethnic Inspector, including those arranged by Inspection Providers, when deploying teams to inspect any educational establishment in areas of high immigration and settlement?
