I submit the following regarding the work of
Ofsted to be considered for inclusion into the Agenda when the
Children, Schools and Families Committee meet with Ms Christine
Gilbert, Her Majesty's Chief Inspector of Schools, on 14 May 2008.
I would ask the Committee to ascertain the following information
from Ms Gilbert and the Ofsted Team when she gives oral evidence
on that day.
1. In December 2006 6% of HMI were recorded
to be Black and Ethnic Minority. The data available for this past
March 2008 indicated a percentage rise to 7.2% BME HMI.
2. However, the percentage of Black &
Ethnic Minority Additional Inspectors was 5% in 2006, and yet,
data available this past March indicates a fall to 2.3%.
3. The total percentage of Inspectors used
by Ofsted Inspection providers known to be Black and Ethnic Minority
at present is 2.5%. In December 2006 that percentage was 3.4%.
Could Ms Gilbert and the Ofsted Team explain
why there has been a percentage fall in categories 2 and 3?
In view of this relapse in Black and Ethnic
Minority retention in categories 2 and 3 would Ofsted now consider
being far more directive in future when planning recruitment with
their Managers?
