Memorandum submitted by Hilary Pitts, Director of Children Services, Swindon Borough Council

  1.  What investigations have been undertaken in 2007 to ensure that the application of the Annual Performance Assessment criteria has resulted in consistent judgements across all Local Authorities? In particular, in Authorities where Key Stage 2 and/or Key Stage 4 are below the national average, have all those Local Authorities been graded as "adequate"?

  2.  What investigations have been undertaken to ensure that Local Authorities who have made representations around the judgements made, are not significantly over-representative of non-Labour controlled Councils?

  3.  If no analysis has been completed, could the Select Committee request that investigations are undertaken and published, in order to improve Local Authority and public confidence in the impartiality and thoroughness of the current process for Annual Performance Assessment undertaken by Ofsted?
