Supplementary memorandum submitted by Ofsted


  When I gave evidence to the Children, Schools and Families Select Committee on 9 February 2009, I said that I would write to you once Ofsted had finalised its contract arrangements for inspection service providers from September 2009.

  Ofsted's current contract arrangements for inspection service providers expire at the completion of all work in the academic year 2008-09 (notionally at the end of August 2009). In February 2008, we published a Contract Notice in the Supplement to the Official Journal of the European Union (OJEU), relating to the provision of inspection services from 2009. Twenty companies applied for the Pre Qualification Questionnaire (PQQ) process, of which 10 then submitted questionnaires. Seven organisations were short listed; these were Appleyards (a joint venture bid between Appleyards and Interserve), Cambridge Education, CfBT, Nord Anglia, Prospects, Serco and Tribal. This field represented the existing service providers plus two new bidders.

  The PQQ process established that there was both the capability and interest from financially robust organisations to supply the services required. On completion of the evaluation process we announced the award of contracts on Wednesday 25 February 2009. The following companies were awarded contracts for the supply of services to the area indicated:

    —  CfBT—North Region;

    —  Serco—Midlands Region; and

    —  Tribal—South Region.
