Thank you for the opportunity to present my observations on the review conducted by Graham Badman.

 

I am particularly concerned by the way in which international comparisons appear to be used in the review to support some of its recommendations. I have conducted my own research into the EHE provisions in more than 70 jurisdictions and conclude that the home monitoring proposals put forward by Graham Badman are more intrusive than anything that I have found elsewhere. The details of my research are set out in the accompanying document.

 

I urge the Select Committee to seek clarification from Mr Badman for the basis of his international comparison and to consider whether his recommendations for home monitoring are consistent with the practices adopted in other jurisdictions.
