1 Introduction
Pre-appointment hearings
1. This is the third pre-appointment hearing held
by this Committee following the introduction of the procedure
put forward in the July 2007 Green Paper The Governance of
Britain. The Green Paper proposed that the relevant Select
Committee should conduct such a hearing for key public officials
in which Parliament has a particularly strong interest. The hearing
should cover "issues such as the candidate's suitability
for the role, his or her key priorities, and the process used
in selection".[1]
Following consultation with the Government on the conduct of such
hearings, the Liaison Committee has published guidance for committees
to ensure that they are conducted appropriately.[2]
The outcome of the hearing is non-binding, though the Report from
the Committee should inform Ministers' decision-making on whether
to proceed.
