4  The candidates

Robert Upton CBE

11. Robert Upton was an Administrative Officer in the Hong Kong Government from 1972-1991. His initial appointments were in district administration including work on urban extension in Sai Kung and extending the Mass Transit Railway. As Director of Planning he sponsored a review of the statutory planning system which led to major legislative reform and had personal responsibility for planning decisions in Interim Development Permission areas. He led strategic planning review for the territory and sub-regions.

12. In 1992 he was appointed Chief Executive of Rushmore Borough Council and Returning Officer for the constituency of Aldershot. He held these positions until 1996. Projects included initiating a review of the local plan to manage the future of Farnborough Aerodrome and the regeneration strategy for Aldershot. He was Chair of Hampshire district chief executives group and of the Local Agenda 21 group.

13. Since 1996 he has been Secretary General of the Royal Town Planning Institute. He is Chief Executive of the Institute and member of the Executive Board. He is an honorary member of the Institute. He is leader of the task force on delivering major infrastructure projects for Built Environment and Transport Panel in the DTi Foresight programme. He is member of the External Advisory Group on London Spatial Development Strategy (subsequently the London Plan); the ODPM Planning Directorate Advisory Group and subsequently CLG Planning Sounding Board; the steering group for the Joseph Rowntree Foundation project on Easing Housing Shortages; and the sounding board for the Killian Pretty Review of Planning Applications.

14. His other appointments are Secretary of the Town and Country Planning Summer School; Editor of Planning Theory & Practice and Series Editor of the RTPI Series; Visiting Professor, Department of Town and Regional Planning, Sheffield University; and Member of Council, Academy for Social Sciences.

15. He was awarded a CBE in the New Year's Honours List 2009 for public service.

Dr Pauleen Lane CBE

17. Dr Lane trained as an engineer. Her early experience was as a Graduate Engineer in Drainage and Transportation for Tameside Metropolitan Borough Council and as an Engineer in Bridges and Highway Structures for Oldham Metropolitan Borough Council.

18. Since 1994 Dr Lane has been a part-time tutor to Masters students in the Geotechnical Engineering, Management and Built Environment Group at Manchester University.

19. From 1998-2008 she was a non-executive Director and Deputy Chair of English Partnerships. She was an Audit Commissioner from 2000-2006 and from 2001-2007 was a Board Member of the North West Development Agency.

20. At present Dr Lane acts as a Board member of the Football Licensing Authority, the Theatres Trust, the Tenant Services Authority and the Coal Authority and as Trustee of the Local Government Network. She was awarded a CBE in 2005 for services to local government.

21. Dr Lane has been a Labour Party councillor for the ward of Longford on Trafford Metropolitan Borough Council since 1986.
