Memorandum from the London Borough of Havering (MARKETS 42)

 

 

Havering Council operates Romford Market on the Market Plain which is owned by the Council and, therefore, for the most part we do not operate a street market. However, we are obliged to use the street trading provisions in the London Local Authority Act 1990 for some individual pitches around the market and have not found them easy to operate. Whilst we do not have an on street market, we are aware of the difficulties that other London boroughs have experienced in operating street markets under the current legislation, and we would support proposals for improving the legal framework.
