1 Introduction
1. The draft Legislative Reform (Revocation of Prescribed
Form of Penalty Notice for Disorderly Behaviour) Order 2009 and
Explanatory Document (ED) were laid before Parliament on 21 October
2009 by the Ministry of Justice under section 14(1) of the Legislative
and Regulatory Reform Act 2006 (LRRA). The draft Order would de-prescribe
the PND form so that police forces would be free to adopt their
own models. The Department believes that that would assist in
the transition from paper-based systems to more efficient electronic
issuing procedures. The Government has proposed that the draft
Order be dealt with under the affirmative resolution procedure.
