Glossary of acronyms and terms used in this report


CCC  Committee on Climate Change, an independent body established by the Climate Change Act 2008 to advise the Government and report to Parliament on climate change issues.

CEEF  Community Energy Efficiency Fund, Government funded programme to improve the effectiveness of Warm Front and the CERT.

CERT  Carbon Emissions Reduction Target, an obligation on energy suppliers to achieve targets for promoting reductions in carbon emissions from the household sector - previously known as the EEC.

CESP  Community Energy Saving Programme, funded by energy companies to create partnerships with local groups for street by street programmes offering free and discounted central heating, energy efficiency measures and benefit checks.

CHP    Combined Heat and Power.

CSE    Centre for Sustainable Energy.

DBERR  Department for Business, Enterprise and Regulatory Reform.

DCLG    Department for Communities and Local Government.

Defra    Department for Environment, Food and Rural Affairs.

DECC    Department of Energy and Climate Change.

DoH    Department of Health.

DSO  Departmental Strategic Objective.

DWP    Department for Work and Pensions.

EEC    Energy Efficiency Commitment, superseded by the CERT.

EPC  Energy Performance Certificates, set out the energy efficiency of buildings on a scale of 'A' to 'G' with 'A' being the most energy efficient.

ERA    Energy Retail Association.

EST    Energy Saving Trust.

EU    The European Union.

EU ETS  European Union Greenhouse Gas Emission Trading Scheme, a Europe wide scheme aiming to reduce the emissions of greenhouse gases.

Fuel Poverty  A household is defined by Government as being in fuel poverty if it needs to spend more than 10% of its income on all household fuel use in order to maintain a satisfactory heating regime.

FPAG  Fuel Poverty Advisory Group, a non-Departmental Public Body formerly sponsored by Defra/DBERR.

GHG  Greenhouse gases

HESS  Heat and Energy Saving Strategy, draft Government strategy published in February 2009 to save energy and decarbonise the heating that is used.

HHSRS  Housing Health and Safety Rating System. Risk assessment procedure for all residential properties in England and Wales.

HMT    Her Majesty's Treasury.

LCZ    Low Carbon Zone.

LPG     Liquefied Petroleum Gas.

NAO    National Audit Office.

NCC    National Consumer Council.

NEA     National Energy Action.

NGO    Non-Governmental Organisation.

NI  National Indicator, a means of measuring national priorities set by Government for local authorities and local authority partnerships.

NRFC    National Right to Fuel Campaign.

ODPM  Office of the Deputy Prime Minister.

Ofgem    Office of the Gas and Electricity Markets.

PPM    Pre-payment meters.

PSA  Public Service Agreement, set across Government departments these set out the Government key priority outcomes for each spending period.

SAP  Government's Standard Assessment Procedure for Energy Rating of Dwellings, uses a scale of 1 to 100, with a higher rating indicating a better level of energy efficiency.

Warm Front  The Government's grant-funded scheme that aims to make homes easier to heat and more energy efficient.

WFP   Winter Fuel Payments, an annual Government payment to pensioners, to help pay fuel bills.
