SOCIAL HOUSING
STOCK SAP PERFORMANCE
Kirklees Neighbourhood Housing (KNH) is an arms
length social housing landlord and manage 23500 properties on
behalf of Kirklees Council.
SAP ratings have been calculated from 2003 using
a stand alone database. The SAP results are based on the SAP 2001
methodology (scale 0-150).

Before 2003 much investment was carried out
to install loft insulation (up to 100mm and later 150mm), cavity
wall insulation where it was possible and external cladding to
some non traditionally built properties.
The main reasons for the improving SAP score
are (probably in order of impact)
Installation of new and replacement
gas central heating.
o 13 200 new/replacement gas heating systems have
been installed since 2002.
o 11 400 of these were done through decent homes
(2003-2007) at a cost of £34M.
o Before and since decent homes 1 800 additional
systems have been done. Costs £1.25M 2002/03 £1.5M 2007/08.
o From early 2004 condensing models were installed
as standard.
External cladding work on non traditional
build properties.
o Before decent homes around 880 properties were
external clad. External funding of £176K.
o 1100 properties are to be clad between 2008 and
2013, at a cost of £ 8.0 M. External funding of £750K
has been identified.
Internal insulation loft top ups.
o The Kirklees minimum standard is 150 mm (electric
properties 200 mm).
o Due to previous investment top ups on decent homes
was low circa 1200, cost £250K, funding received £85K.
o All homes were upgraded to double glazing as part
of decent homes around 13000 at a cost of £ 26 M.
District/Sheltered heating boiler
replacements.
o 20 commercial sized gas boilers have been replaced
with modern gas condensing models, cost £ 1.1 M.
Renewable energy systems.
o Solar Thermal 61, £171K.
o Solar Photovoltaic 188, £1.03M.
o Air Source Heat Pumps 70, £294K.
o External funding received for above £1.02M.
o A budget of £13.9 M (including funding) was
approved in December 2008 for additional renewable systems.
The delivery of these measures has been supported
at cabinet level by members who have a strong green agenda and
green ambition. KNH also has a dedicated energy team that is technically
strong and can develop focused strategies that maximise current
technologies and funding. They also deliver, or at least advise
on, the energy schemes that are generated.
