time, paragraph by paragraph.

Paragraph 42 read, amended and agreed to.
Paragraphs 43 to 53 read and agreed to.
Annexes agreed to.
Resolved, That the Report be the First Report of the Committee
to the House.
Ordered, That the Chairman make the Report to the House.
The Committee further deliberated.
