FCO STAKEHOLDER ENGAGEMENT
TEAM
Thank you for your letter of 19 December requesting
further information in connection with the FCO 2007-08 Annual
Report. I am writing in reply to your question 2 which asked for
further details on the work of the FCO Stakeholder Engagement
Team.
During 2007-2008, the FCO's Stakeholder Engagement
Team moved away from undertaking traditional outreach activities
itself to providing advice and support to emerging stakeholder
liaison teams across the FCO. A dedicated network of "stakeholder
managers" was established Office-wide to develop and maximise
relationships with the FCO's key stakeholders, focusing on both
geographical regions and particular interest groups (such as NGOs,
business, faith communities and academics).
This support and advice included publication
of a comprehensive internal guide to best practice (attached for
information) on stakeholder engagement; developing stakeholder
engagement training courses for FCO staff; advice on mainstreaming
stakeholder objectives into all departmental/directorate Business
Plans; and facilitating increased interaction (for example, through
round table discussions) between senior FCO officials/Ministers
and stakeholder groups. Areas of particularly effective dialogue
and co-ordination withand outreach tostakeholders
include the international climate change agenda, global arms trade
negotiations and counter-radicalisation/counter-terrorism.
More recently, the Stakeholder Engagement Team
has, after wide consultation, identified a group of priority stakeholders
judged key to the delivery of our eight Departmental Strategic
Objectives. Appropriate individual leads across the Office have
been tasked with promoting and co-ordinating an enhanced relationship
with these "top tier" stakeholders. We are also currently
developing an electronic "customer relationship tracking
system" to enhance our oversight of the broad range of FCO
stakeholder relations."
