Letter to the Chairman from the Rt Hon David Miliband MP, Secretary of State for Foreign and Commonwealth Affairs, Foreign and Commonwealth Office

  I have pleasure in enclosing a coy of the 2006-07 Annual Report for the FCO's Global Opportunities Fund along with copies for each of your FAC colleagues.[6] This Report will be laid before Parliament on Monday 4 February (and is embargoed until then).

  Since its inception in 2003, the fund has developed as tool to support our policy priorities. We have sought to maximise the impact of our modest funds by targeting our efforts where we can make the most difference, and looking to leverage funding from others.

  Using the fund, the FCO is able to work as an active partner with a range of stakeholders to deliver projects that help develop policies, encourage reform or build institutional capacity in ways that support the UK's objectives. We have active programmes in such key areas as Climate Change, Counter Terrorism, Afghan Counter Narcotics and Engaging with the Islamic World.

  As we move forward, we will focus our efforts more tightly on the FCO's main policy priorities that I wrote to you about on 7 December, seeking to leverage more funding and deliver more ambitious projects.
