Letter to the Chairman of the Committee

Thank you for your letter of 27 March. I welcome
the Committee's continued close interest in the administration
of the FCO, and I am in favour of being as open as possible in
the provision of information. But I do still see problems in sharing
our Confidential Top Risks Register. Unlike the Government-wide
risk register, which is being compiled to inform citizens of the
risks the country faces, the FCO document is Confidential, containing
sensitive operational information, and is intended to help the
Board manage both policy and corporate risks. As such, I don't
think it is appropriate for release outside the FCO. But I will
ask Peter Ricketts to include somewhat more detail in his quarterly
management letter on the issues covered in the classified Top
Risks Register.
